Rules from the state

• Intrastate household goods movers in North Carolina must hold a Certificate of Exemption (C-number) from the NCUC. Certificated movers must carry insurance, meet consumer-protection requirements, and follow the Maximum Rate Tariff. Interstate, international, government/military, commercial, and new-furniture deliveries are not under NCUC jurisdiction. Source
• The Maximum Rate Tariff (MRT) sets the maximum rates that can be charged, the required forms and rules for in-state moves, and the consumer booklet "Moving in North Carolina, Your Rights and Responsibilities," which movers must give potential customers. Source
• Moves of 35 miles or less are billed at hourly rates based on crew size and vans. Moves of 36 miles or more are billed by shipment weight and distance. You and the mover may negotiate rates below the MRT maximums. Source
• On request, a mover must give a free written estimate on a Commission-approved form (not required if you ask less than five business days before the move or the total weight is under 500 pounds). The three estimate types are non-binding, binding guaranteed, and binding not-to-exceed. Source
• Before the move, select valuation on the Bill of Lading and Addendum: Basic Value Protection at $0.60 per pound (no charge), or Full Value Protection at $0.75 per $100 of value (minimum shipment value $4.00 times the weight). Source
• File loss or damage claims with the mover as soon as possible and no later than nine months after delivery. If you cannot resolve the claim, the Public Staff Transportation Rates Division can assist at 919-733-7766. Source
• The Commission requires a minimum of $50,000 in cargo insurance. After you book, you may request a certificate of insurance listing all required coverages with "Customer" as the certificate holder. Source
